Insertion Change log picks up related links for Issues

Only Issues marked as "Fixes: " by PRs should be listed in the commit list table.

An example of the issue was:

PR: NuGet/NuGet.Client#3934

Issues:
NuGet/Home#10614
NuGet/Home#10030 (erroneous)

I wish we could the GH logic that infers that an issue should be closed through Fixes: etc.
