Repro Steps & Context
To repro, just setup a new WPF (.net framework) project and test.
The Migrate packages.config to PackageReference... option is not available in the right-click context menu, and none of the workarounds here works.
I am using the Simplified Chinese version of VS2022, I don't know if this is related.
