Fully deprecate `cubi_tk/irods/check.py`

The cubi-tk irods check function is being removed, however the code for this function is also used by cubi-tk sea-snap check-irods, which was not among the list of functions to remove.

• cubi-tk sea-snap check-irods gotten a deprecation warning
• Check if this function is actually being used, if yes find an alternative or refactor the code from cubi_tk/irods/check.py
• remove cubi_tk/irods/check.py
