Quick settings tile - don't always cycle through all levels

I'm writing about the quick settings tile that cycles through flashlight brightness levels - min, half, and max.

When cycling through brightness levels, if no change is made for a certain period (e.g., 5 seconds), the next press should turn off the flashlight instead of continuing to cycle. For example, if I only want to use the lowest level for a minute, I find it unnecessary to flash myself blind with the half and max brightness levels afterward.
