No idea what this is; I imagine the easiest way to find out who uses it is delete it, and the we can discover how broken it probably was anyways. 😄 |

This is an old package for installing roslyn packages into the vs hive. It does not appear to be used at all anymore (build.ps1 invokes the vsixexpinstaller directly).
