Fetch linked packages of a release

Description

Need a new endpoint for fetching linked packages of a release. It should have pagination and filtering by vendor, package name, package manager and licenses.

This is needed for the linked packages page of a release.

There are PATCH endpoints for /releases/{id}/link/packages but no endpoint for GET /releases/{id}/linkedPackages or similar. There is GET /projects/{id}/licenseClearing which can be used for reference. This endpoint should allow pagination and filtering for implementing following UI in Release > Linked Packages

We are using a different endpoint in the current UI: releases/${releaseId}?embed=packages
We don't have pagination or filtering in this. @akshitjoshii

Hi, is anyone currently working on this? I’d be happy to help with adding pagination to the new endpoint.

I’ve been working on this endpoint over the last couple of days, but I haven’t been able to raise a PR yet since I haven’t tested it locally. I’m currently facing some container setup issues that are blocking me from testing the implementation.

Could someone please help me move forward with the setup so I can verify and open the PR? Thanks!
