add javascript so candidate profile page loads at below the tabs (how does one do this?)

Currently the candidate pages load like normal, from the top of the page, like this:

How can I add javascript so that, when navigating to a candidate page, the page loads from the top of the .main-bar div (the yellow bar), like this?

If the plan is to use AngularJS, then this feature will be actualized as a part of that.
