Move OpenAPI Spec into this draft #33
Description
It's been brought up a couple of times (most recently #31) that we ought to move the API spec defined in the peering API github into this draft. Anyone interested in formally defining the API spec in this draft? Discussion at past IETFs indicated that we shouldn't refer out to a github in this formal specification.
