[Bug] OIDC does not work with Microsoft as query parameters are not allowed in redirect URIs

Bug Description

See gramps-project/gramps-web#824.

We need to add the possibility to have a redirect URI without a query parameter.

Unfortunately, to not break backwards compatibility for people who have already set OIDC up, we will need to support both options going forward.
