Remove BQ logging

If we are not planning on using BQ for the current cataloging schema. Should we remove any BQ related table building and cataloging transforms from this module?

I still need the CMIP stuff in #9 but if we do not need this in a general way, we can kick the rest out. Lets discuss this over on #9?

The way I refactored #9 the CMIP stuff still depends on this base class. Happy to refactor this further, but rn ripping this out will break stuff.
