Remote SSH connection fails to reconnect after system sleep or network connection change

Type: Bug

1. connect to a MacOS host via SSH from a Windows client
2. confirm all is working
3. put Windows to sleep and/or change network connection (from wifi to ethernet, for example)
4. unlock the Windows client
5. vscode attempts to reconnection, but never succeeds
6. 1 of 3 "Reconnect" dialogs inevitably are displayed.
7. Click Reconnect and the connection is quickly reestablished
