Update tests to support Rails 8.1

We need to do some work with migrations for our active_record_pg test suite to get it to pass on Rails 8.1.
We have also removed railsedge from testing for the time being.

Solve both of these issues and get the full suite running on both Rails 8.1 and railsedge.
