Need ENABLE_NRI_ECS for sidecar to load

Description

I followed the setup instructions found here, but the image wouldn't loading unless I had the ENV ENABLE_NRI_ECS set to true and ENABLE_NRI_ECS as part of NRIA_PASSTHROUGH_ENVIRONMENT

Would run with the provided instructions
