O&M and sustainable development goals ?

While cross-checking the edits I just observed the following

• ISO 19123-1 is tagged to contribute to many sustainable development goals : https://www.iso.org/standard/70743.html.
  This includes "Life below water", "Life on Land" etc

• while the current CD of 19156 only contributes to GOAL 9: INDUSTRY, INNOVATION AND INFRASTRUCTURE (see https://www.iso.org/standard/82463.html)
  which is somehow surprizing.

Does anyone know the rationale behind this ?
