Issue description:

Targeting error: failed to get options secret for bundledeployment cluster-fleet-default-xxx/all-base-xxx, this is likely temporary: secrets "all-base-xxx" not found

Business impact:

This error flaps between green and red and stalls bundle deployments

There's been difficulty deploying and reconciling changes to environments

This bundle deployments flaps from green to red with the above mentioned error.
