Implement continuous testing capabilies into addon-mcp

• Expose a tool that runs tests for one or more stories via @storybook/addon-vitest
• Expose external triggering functionality from @storybook/addon-vitest
• Modify instructions to make agents understand that they should continuously use the test tool when working on appropriate UI.
