Is there a package for xmodmap?

I'm usinv tigervnc to run a desktop environment on my tablet and I want to re-map Caps Lock using xmodmap. I can't seem to find a package which provides xmodmap, though - does it exist or am I being dim?

Note

Are you using physical keyboard, or software keyboard? I believe the steps for physical keyboard and software keyboard may be significantly different, the discussion linked briefly mentions the difference.
