Rationale

To unblock web-platform-tests/wpt#55399. The test was changed and even if it matches the spec, we'd like to exclude it from Interop 2026 since it's so late in the year.

Seems like @natechapin and @farre have agreed on a solution that would satisfy everyone on that PR (I have yet to see Safari results).

The current assertion makes assumptions about when the load event is fired, it would probably just be easier if we just got rid of that assumption.
