HTML font-size being set to 10px

After pulling latest themes-cdn into my project I notice the HTML element has its' font-size set to 10px. Is there a reason why this is set to 10px instead of just letting it default to 16px? Doesn't appear that other elements are being set relative to the root HTML element (rem). Is it possible to remove this line?
