This allows us to remove a workaround for a since-fixed bug.
This was getting flagged by the MEF analyzers that observed the interface we were supposedly exporting was not in fact being implemented. This is was replaced with a proper ExternalApis implementation so this can be deleted now.

This allows us to remove a workaround for a since-fixed bug.
NOTE: it's entirely possible this PR would break our ability to run integration tests until the base VS image is updated. Since right now we've got a bunch of stuff in flight working on that, I'll hold off merging this until we can confirm a green test run on it.
