I would suggest to rename xcelerator-* files to siemens-* all over, e.g. @xcelerator/api-linter will become @siemens/api-linter

@HeronLi2024 Many thanks for this contribution. This is a large PR and needs some time for handling. Of course, the code needs also apply to the existing coding guidelines including listing and formatting rules. Agree to @bufferoverflow that we should prefer the siemens naming here. Will get in contact for discussion details here.
